Facilities with ommeters access both sides of the line. They measure the resistance of line when the opposite terminals open ($R_1=4.0~\Omega$ and $R_2=8.0~\Omega$) and then with them shorted ($r_1=3.5~\Omega$ and $r_2$).
Due to phone issues, the technician on the right side was only able to communicate the value of $R_2$ to the second technician, who is responsible for the calculations.
